Research Problem
Internationalization can be considered as one of the important issues of the 21st century.
It can be stated that the concept of development and change in this process which deep-
ly affects the states and societies, is an inevitable reality. The member states of the Euro-
pean Union wanted to create new programs in this transformation process so as to make
change and development mobility within a plan. This development and mobility plan can
also be seen in higher education institutions. The member States of the European Union
have begun to work on establishing a common higher education area in the 1980s. The
