Introduction
Turkey has a parliamentary system whose deficiencies are proved by a myriad of expe-
riences. Of these problems, the short-lived governments and instability can weaken the
capability of the executive branch and the functions of public administration. Particularly,
if a single party rule cannot be established, a government system based on coalitions
can stalemate the system. In this respect, a powerful executive authority and stability are
highly demanded. Moreover, the distinguishing features of the presidential system com-
pared to the parliamentary system are of the adoption of checks and balances along with
more secured managerial stability.
